What form does the "Certified Act" of Terrorism under TRIA take? An oral admission? Must it be in writing?
Must the government issue some sort of written document indicating an act of terrorsim is Certified? Or, can just the oral admission of the qualifying events below validate Certification?
Per TRIA an act, "that is certified by the Secretary of the Treasury, in concurrence with the Secretary of State and the Attorney General of the United States:1) to be an act of terrorism; 2) to be a violent act or an act that is dangerous to human life, property, or infrastructure; 3) to have resulted in damage: a) within the United States; or to an air carrier, a United States flag vessel, regardless of where the loss occurs; or at the premises of any United States mission; and 4) to have been committed by an individual or individuals acting on behalf of any foreign person or foreign interest, as part of an effort to coerce the civilian population of the United States or to influence the policy or affect the conduct of the United States Government by coercion.
It has to be in writing - certified means, with the seal of the Sec. of Treasury attached to the bottom. You can't attach the seal to an oral statement.

Congress must "certify" the act as an act of terrorism. Some basics…the attack must be of a foreign source and the losses must be $100,000,000 or greater. In my opinion, it's a fairly useless coverage.

TR IA must be in writing to be certified. This form documents the true definition of a terrorist according to the US government.
However as you know that "domestic" terrorism is going to put in as addendum to the current ACT ..Not necessarily by a "foreign" organization . So to coerce our government by our own infrastructure as well as foreign.
I agree that this form is basically more a statement than a useful coverage endorsement. That's why many policy holders denied coverage. Simply .. Vandalism could be a "close" relative to Terrorism. But you have to prove terrorism.
